BROCCOLI AND ONION CASSEROLE

3 tablespoons flour
1 1/2 cups skim milk
1/2 cup evaporated skim milk
1 large bunch broccoli, cut into bite-size pieces
16 small white onions
1 1/2 cups part-skim mozzarella cheese, grated
Freshly ground black pepper

Stir flour into 1/2 cup of the skim milk, blend until smooth. Add remaining milk and evaporated milk. Arrange layers of broccoli, onion, and cheese in a lightly oiled casserole, ending with layer of cheese on top. Season with salt and pepper to taste. Pour milk sauce over all. Bake at 350 degrees for 1 hour.

Yield: 4 servings, about 1 1/4 cup each; about 265 calories
